Provincial printing of this law passed during the short period of revolutionary France was under the reign of the Constitutional Monarchy to which Louis XVI swore allegiance on 14 September 1791. This law placed ‘all the regiments & battalions of Isle de France, Bourbon, Pondicherry, Port-au-Prince, Cape Town, Martinique, Guadeloupe, Guyana, Africa, Saint-Pierre de Miquelon ; the auxiliary battalion & the volunteer corps of Bourbon, which was not included in this decree, the companies of the Pipayes of Pondicherry, & all other troops paid & employed in the defence of the colonies & overseas possessions, will in future be under the direction of the Department of War’.
